
Community Parking Policy
The Summerfield Homeowners Association would like to provide a brief explanation of how parking is regulated within our community and how these rules are enforced:
Private Roadways and Common Areas
All streets, parking areas, and common spaces within Summerfield are privately owned and maintained by the Association. Because of this, parking is governed by the Association’s Declaration of Easements, Covenants, Reservations, Conditions and Restrictions and any rules adopted by the Board, rather than by standard public street parking laws.
Where Parking Is Permitted
In general, vehicles may be parked only:
- In the individual driveway serving a unit, or
- In designated common parking areas identified on the community plat
Parking in other areas — including roadways, rights-of-way, sidewalks, or areas not specifically designated for parking — is not permitted.
Prohibited Parking
The governing documents prohibit:
- Obstructing roadways, parking areas, or rights-of-way
- Parking in a manner that restricts emergency or service vehicle access
- Overnight parking of commercial, business, or recreational vehicles in common areas
- Storing unlicensed, inoperable, or prohibited vehicle types in parking areas
These restrictions help maintain safety, ensure emergency access, and preserve the appearance of the community.
Enforcement Approach
The Association’s goal is compliance, not punishment. When a parking issue is observed:
- A courtesy or violation notice may be issued to inform the resident
- Residents are given the opportunity to correct the issue
- Continued or repeated violations may result in additional enforcement actions as permitted by the governing documents
